Explain this poem by Mason Gaffney:

O, Thou, who didst with windfall and with waste
Beset the streets where buildings may be placed.
Thou wilt not with predestined choice propel
Me outwards, then impute my sprawl to "taste!"!

Inspired by:
“Oh, Thou, who didst with pitfall and with gin
Beset the Road I was to wander in,
Thou wilt not with Predestined Evil round
Enmesh, and then impute my Fall to Sin!”
―Omar Khayyam
